magmas shield
I have a magmas shield it req 8 and gives 16 armor and on a post people were offering 50k for one that req 10 and gave 30 health so if i put minor vigor on it could i sell for 50k

If you find a req 8 magmas with 30 hp you can sell it for way more than 50k.

You cannot put a minor vigor on any shield. The +30 always health is just another type of health mod for shield like +xx while enchanted or +xx while hexed etc. Shield are unmodable but you can dye them pretty colors
